Well....of states I've stayed more than 24 hours in....
I was born in Illinois, and I think it is pretty awesome.
I live in Missouri. The drivers are horrible and there isn't a ton to do unless I drive a long way. I don't think I'd give it 'best state'.
Michigan would work well as North Florida. Summers are amazing (hot one day, cool the next, something for everyone), you have beaches everywhere, instead of dirt, you have sand over everything (even forests), etc.
Florida gets too hot for me, and I don't really care for swimming in the ocean. Everything available that's fun to do is so freaking expensive.
Texas is hot all the time. I like Sea World though. Didn't do a ton when I was there besides the Alamo, Sea World, stuff around Austin and Dallas.
Kentucky has the Corvette Museum/factory (should win for that right there). Also did Mammoth Cave, Louisville, Kentucky Horse Park, other things around Lexington, etc.
I'd say it'd be weighed between Michigan and Kentucky.
