First, Argentina may be stuffty but I really doubt that a tow truck rope would snap under 70kg (pie crust's apparent weight, he mentioned this too)
Secondly, I'm almost certain that it's impossible to stand somewhere for 9 hours while doing nothing (although he could've just been exaggerating)
