Not to mention, your map is extremely basic. I could single handedly build your entire server in less than 3 hours, eventing maybe another 2 hours max.
With my team that would take us only 1 hour.

Phone's aren't strong enough to host a server.
Try typing IPv4 in adress bar, if this does not work. Search for the Internet provider and if there is a login option, then login. There will be a setting for port forwarding. I had to same problem but i just logged in my internet provider. For the record, my internet provider is 'Telenet' incase you wonder.
