Actually it seems to be an incredibly common problem, it's a design from 1980 that was extremely prone to "malfunctioning" like this from shaking and "abusive" use (such as using it as a fiddling pen). This might've happened during transit and might've also explained the bubblewrap, although that didn't do much. Although it should apparently be "fixable", it's so common the official website has a FAQ declaring the design issue. https://sakuraofamerica.com/content-page/faq#25 But that's why they were so cheap I guess, note that it was like $0.82 per pen.yeah that happens all the time
