He's making a fan game. It's non profit, so it's legal. He's using SMBX, a program that allows SMB level editing; a drag and drop software. He's probably some young kid who found this software on a youtube video, because 12 year olds tend to linger on the "Mario" section of youtube.
Honestly, I hope your game is awesome. Some people can do great things with software like this, so keep going man. Don't listen to Linkus, he's being an ass.

octillery never gave a forget
he could learn rock blast, ice beam, flamethrower and bullet seed. What the stuff, he is such a versatile dude, but sadly isn't competitive worthy. Unless you're fighting your friend from school that pretty much only raises the starter.

p 3 is uniques that i use, don't have any intention of crafting or selling along with vintages
p 4 the garbage bin. untradeable stuff, crates. the like.
p 5 is the vanity page, all hats/miscs i use.
p 6 is my trades as of now
