Don't let your dog out alone. His dad is at fault, good thing he knows it. You don't buy a dog, then don't take care of it. Leaving it on a leash on the yard is inconsiderate and pure lazy. That's not how you take care of a dog.

i mean clearly they take care of it but they cant keep their eyes on it all the time
whereas from what he says about the neighbors dogs they never watch them

That argument works both ways;

good god guys its not the fault of the neighbors or their dogs
they let them out for a minute while they were busy and when they came back they had mauled some other dog.
we let our dog outside alone all the time, its very very clearly the OP's fault here.

except their dogs beat the stuff out of his and its probably dying
and they killed his other dog
