Here,
They're completely legal to own. As in, if you own one, and keep it in your house, they cant do anything about it.
Using it in public, going around and using it is illegal. Like going to a store, with the knife, the cops can get you for that.

You shouldn't get ones with inserts, actually. They usually just decrease the overall strength of the handle. Mine's Stainless steel.
