Is this actually the port you forwarded? I'm pretty sure the default one was 22000 some time ago, so it could be that you've changed the port accidently.

A really REALLY bad choice is to make a Reshade shader for it, the issue with this is it would be client-side only and laggy as hell.

But if you really want it, a good area to start with is coloring everybody a specific color (like red) and enable the Sin City shader (I have no reference to the specific shader pack) for this will make every other color except for red have very low contrast.

Don't blame me if this doesn't work, it's a theory and a really bad one at that.
This needs to be server sided though

You can do this somehow by putting a transparent shape in front of the player, I know some crappy knife add-on had this glitch (see players and vehicles through walls) but I never figured it out.

I've been on servers that have custom textures and mine simply overrides them, that is seemingly odd.
Maybe they didn't actually have custom textures because the host did it wrong.

All the content files (like images) in the blockland folder are copied into cache.db when you start blockland, so it can still use them even if you delete some. Note that this doesn't work in all cases.

You can right click blockland in your steam library, go to properties, go to local files, and click "verify game cache" to fix the missing files

it'd also be neat if badspot posted the data
RTB did this but the data is gone
