Maps go into the maps folder while the sweps and usually go into the add-ons or something.
Usually you just extract to your main Gmod folder and it's all done.

Yes, yo will get the HL2 guns and props if you get it with Portal.

The building system of Roblox is actually rather annoying, I think what he means is that you are able to build more freely due to the lack of restrictions and the different intriguing brick types that they offer.
Also, sometimes lags like hell? if you didn't notice, simply walking has a slight delay.

Yes, portal would work.
I'd recommend buying one of the 24.99 bundles though. Unless you really want those portal props.
