The snow in the slopes is a simple particle which you can walk through and it does not interact with you in anyway.
Even if the snow on the ground did pile up and than went away after X amount of time, for that amount of time that it is there will still cause lag.
Heck, I start lagging with around 5 water particles in Gmod(Source), and you're asking for like 50 in Blockland(Torque)

If there was a universal 2 it would free up a huge amount of datablocks and allow you to have 64 color set without removing add-ons.

A bunch of bricks can look good if done right.
I'm also imagining this to be sort of like that thing Garry has with the water particle, where you place it than you can run through it, thing is, it lags like hell.
I suggest simply making your own terrain with snow.

How'd you get it so cartoony like? :o

I used Paint.NET though, I'm not Photoshop friendly
