Meaning you can't get the police involved, unless there is a restraining order.

It is creepy, I'm not denying that; but it definitely isn't illegal.

There's been a case where a kid was arrested for saying stuff like "ya im gonna shoot up a school lmfao" on League of Legends even though he had no actual intentions.

That's different. Emo isn't going around saying that he is going to assault anyone in any manner. He is just being overly loveual on a forum meant for kids.
