Both- However, first you always have another chance to submit another pcture or video. Second, if two or more people agree you can be in, you can be in, but as for now I have to say no.

All members- I have decided that instead of me being a harsh ruling dictator for deciding who gets in, our clan will have a voting system for all new people to come in. If you are already in the clan, you are safe and don't need to reapply, however you are now part of the voting process. For all people who wish to join, if over 50% of the clan agrees you should be in, welcome aboard.

If this is your first build, your definitely on your way to become a great builder, the only real tip I can give you is pay close attention to architecture.
