no need to open it just drag that RAR into the blockland add-ons folder if you don't know where it is search your computer for blockland the default place is C:programfiles/blockland
for other add-ons go to start a game and enable them from your addons list

That's cause the steam version is v2 get it for PC from a store
you can also downgrade the steam version I think Ladios
