Well, if you release it yeah, thats not a good thing to do. Editing it for your own use isn't bad, unless you took credit for the weapon. If you plan on editing the damage and using it in your own server, theres no harm in that.

To me, unless it doesn't screw with the game and works ok, its a good weapon to me. I've gotten error messages with the CS4 and I still use it. Why? Because its a good gun in my point of view.
Edit the damage in the .cs file. 10 damage is what I use for machine guns.
Most machine guns are 1 click, 1 kill.

I agree. There should be a Gui that comes up when you click on a server to display the info, like current players in the server, player limit, max bricks, ect.
