Open up your case and look for a box which all the power cables for the components come out of. This is the PSU. It is usually in the top left or bottom left of the case (bottom is only on some newer computers).
There will be a label on the side of it. This will state the wattage and the model number of the PSU. Can you please post this information?

In your case, it's your GPU that is lacking.
Whilst your CPU isn't by any means top end, it's quite considerably better than your GPU.
I'd get a new video card if I were you. Just make sure that you don't:

Get one that is too powerful for your system.
Get one that is too big for your case to fit.
Get one that draws too much power from your PSU (you can upgrade your PSU also if you want).

If you want any extra details, I can supply these, if you really do want to go ahead with a new GPU.

What part of the computer will help me run games like GTA IV better, and on better quality?

Well, what are your current specifications? With games like GTA IV, they do rely on CPU as much as they rely on the GPU for performance.
Start > Run > dxdiag

You should, but the majority lives far away from New Zealand, so the pings would be bad :(

I can host one if you want me to though.  I don't know what add-ons are good or not though lol.

I used to host 3 dedicateds at a time, and people were fine. They were only experiencing RAM lag, but that was with my super old computer. It's upgraded now. I have 2 potential server computers now.

2. Anyone with the slightest knowledge would be able to try those on all common sites. Hell, if they got on your computer, they could even just see your visited sites and try accordingly.

That Win7 security 2012 trojan attacked me and all Kaspersky did was tell me something was going up and didn't do anything but that.

That's your problem.
I can disinfect infected hard drives on my main machine with only Kaspersky protecting my main hard drive, and I get nothing. It's a loving legend.

I use microsoft security essentials, avast, and malwarbytes. I have not gotten a virus yet.

MSE + Avast? Don't have 2 AV's, they conflict with each other. They'll end up fighting amongst themselves and letting everything through.

Also, OP, Microsoft Security Essentials is the best free one.

I still have Kaspersky and it doesn't defend crap at all.

Kaspersky is the best TBH. You've got it set up wrong.
Kaspersky, Nod32 and Trend Micro are the best IMO.
