This one's a doozy.
Al'ard Almuqaddasa:  Efforts to re-establish ties with neighbors are a success, and friendly relations resume with minimal trouble.  [NPC : 3]
Now that relations are better, proposals are sent to neighboring tribes to trade with one another to better the economy and increase relations.

Attempts are made to find land that isnt claimed by any of the tribes we are trading with so that we may colonize it to expand our empire.
A few locations for farms are picked out, and workers are sent to build them.

To help along the economy after the previous slowdown, Al'ard also puts in a new system for the farms. All produce must be sold to a state business, and said business will sell it to the populace for a profit. If the farmer on a farm dies with no children, the farm is auctioned off to the highest bidder.
Farmers do their job for life, and are not allowed to move under any circumstances. A certain produce quota must be met every year, and if the quota is not met fines will be issued.

A few diplomats are sent down to the Neslalit post we found earlier. They ask where the capital and overall developed land of the nation is, as well as if they can see their king.

God-King Ayoob Saliba has unexpectedly died heirless, and so his family must choose a new heir. They choose Hanif Saliba, known for his piety. However, many question his rule, as he is relatively unknown and the power of the family has dropped due to Ayoob's death. Two pretenders rise up, Hakem Fudail, a high ranking official seeking to remove the Saliba family from power, and Jalil Imtiyaz, a candidate chosen by the people, who seeks to give more power to the populace than to the government.

Hakem rounded up about 4,000 trained men to fight for him, and Jalil raised 20,000 peasants. Hanif has decided to stay on the defensive, and has taken the rest of the army to defend the capital building, where he will reside until this all blows over.

After a long debate in the capital, it is decided that it is necessary to expand so that we may meet our larger neighbor in size. Colonists are sent out eastward to claim a large portion of land. An army of 10,000 follows them to make sure that the nearby tribes do not attempt to stop it. Any tribes that are in its way are not killed, however. They are offered a small sum of gold and some soldiers as reparation for their land. Any that attempt to hold their ground will be threatened the first time, killed the second. This is justified to the A'lardian community with a claim of defense against a larger nation.

As for tribes not in the way, they are assured that the expansion will not go in their direction, and that it is all for a good cause.
Most of the nation's builders are sent as well, to build fortifications, housing, and farms in that order.

The new scholars are set to work on designing a new type of boat to be used on the coast of the lake near the capital.

Although most of the workers were sent eastward, a few remain, and those few are called to build defenses back at home.

A small warband of three thousand troops is sent to scout in that direction alongside some diplomats, in order to make first contact with the nation and hopefully establish an embassy and some trade.
The warband finds itself at the doorstep of a Neslait scouting post.  The scouts are very alarmed by the presence of a massive warband from seemingly nowhere.  They attempt to make contact in what seems like two different languages in attempts to establish communication.  Three horsemen ride out in various directions to the south.

More attempts are made to find scholars, even asking some local tribes if they would accept a cash offering for their smarter members.
The attempts are relatively successful.  Many scholars with good potential are gathered in one place.

Some diplomats are sent out to known tribes to improve relations.
The tribes seem glad that their more powerful neighbor has not forgotten about them.
The tribes are asked if they would like to form an alliance with our nation to protect from possible invasion.

The scouting party is to go back, leave behind 2,500 men, and bring some scholars with them to try and learn their language to communicate better.

Some money and workers are put into trying to make a more fire-proof building for the scholars to meet and reside in.

The memorial is respected by many passers by.

The efforts to replace the scholars has limited success.  Few in the land are able to work at nearly the same capacity, but those few who are found are reported nonetheless.

In the process of the search, they find a researcher who brings this case to a conclusion:They say there is a larger civilization of unknown culture or cultures to the far SSE, and that it is moderately advanced.

The southwest expedition encounters a warlord settlement and attacks it.  The warlord's forces flee after half of its force is wiped out.  Moderate losses are incurred on the warband, however, spoils of another foreign country are found.

The western exploration group finds rolling plains with some wild cattle and some very small tribes.
The southwest is expedition is to bring their findings to the capital to be looked at by Alardian scholars.
The western group should ask the tribes to join the nation, and to settle the lands once they accept. If they don't accept, settle the lands anyway, but keep high guard.

Farm construction commences.  Scouts find tribes who want nothing to do with them, and also find them on horseback hunting buffalo.
Scouts are told to double back and head east of the border instead.

3,000 troops are sent to the area where the tribes that joined the nation are to protect them and to keep the peace.

When the farms are completed, the owners are to grow at least a certain amount of crop each year. They are to sell the crop to the state, and we will sell the crop to the people for a profit. If they do not meet the crop quota, a fine will be issued, scaling on how many crops they missed. The owners are not allowed to leave the farms unless they are approved to or forced to by the state. When the owner of the farm dies, the farm will go to the oldest member of the family. If there is no family, it will be auctioned off by the state.

The area south of the eastern most part of the border is to have a fort constructed on one of the hills. People are selected to build it, and when they are done they will receive a few coins and will be sent back home.

They agree with reluctance.
This is considered a great success, and the scouts are told to scout directly west of the border.

Certain aspiring members of the community are selected and told to build two farms along the lake. When the farms are finished, the members will get the farms and be allowed to use them.

The scouting parties encounter a relatively densely-populated area to the west side, and less so on the east.  The inhabitants do not resist as they fear a swift death by the ever-present troops guarding the scouting parties.

The land to the west is fertile and near to the ocean, but is generally swampy.  The land to the east is fertile, less so than in the west, and consists of rolling hills of plains.
Attempt to communicate to the people in the west, and scouts in the east should attempt to settle the lands.
The natives in the west, if it is possible to communicate with them, are asked if they would like to join our great nation. If they accept, they must give up their previous religious beliefs and worship the state religion. However, by joining, they will be under full protection of the Alardian military, and will be allowed to move anywhere they want in the kingdom.

If they refuse, the scouts are to head back home, and come back with a larger force of 5,000 men. If they still refuse, they are to be cut down.

Whatever is historically relevant.  You're good to go!
according to what i've seen the most historically relevant options are complete anarchy and monarchy so ill just go with an absolute monarchy

Scouts are sent south of the nations border to find possible areas to expand the country into. Two scouting parties are sent out, each with 1,000 soldiers guarding them. One goes from the west side of the border, and the other goes from the east side.

caliphates are islamic theocratic monarchies
i hadnt changed it because he didnt mark it in red so I assumed it wasnt an issue. i suppose i could just swap it out for an absolute monarchy. im not planning on taking any in game action until my nation is fully approved, so ill wait for SWAT's opinion

Still waiting on this.

Accepted under the conditions that the red above are modified.  Islam doesn't exist for another two millennia, and while monotheism is a thing, Moses isn't born until another 80 years.

You may act as if accepted, just with minor detail changes.
should be fine now unless there's issues with the new religion
