Sounds like you have baby mod installed. It known to break the damage values on zombies. To fix this problem you must delete baby mod.

Well its possible to redownload most, however if you deleted your default addons such as gun, horse, jeep, tank, ball, wand, ect. you will need to make a clean reinstall.
