It was realistically done throughout the warsaw pact. The USSR would give blueprints to countries like Poland and say, "here build AKs, T-55s, and Migs for your country. Go ahead and sell them if you want, they are already downgraded."

I won't be buying another borderlands. After BL2 I got tired of picking up guns that immediately became outdated, shooting bullet sponge enemies that eat up your ammo, and going through long grindy dungeons full of repetitive and dull tasks like killing enemies to collect 10 skulls or find 3 keys scattered across a dungeon just to get to next part only to do the same thing over and over.
