Someone make a computer shut down program in the boot process so it just loops.

Or make a shut down program and disguise it as Google Chrome.

Seems like it rolls back every bootup.

shutdown.exe doesn't work on windows98, use this oneliner to do a force shutdown

That's because I think it hangs the machine. Any smart malware coder would do that if their payload was that obvious.

Legit viruses would probably get blocked by ClamAV. Try crypting them if you upload one.
