Appreciating the enormous advances that ineraction with extraterrestrials may bring and lamenting the slowness of bureaucracy in dealing effectively with diplomacy, the Nation of Bisukottishefu proposes a forum resolution.
It proposes that:
- A Head of Extraterrestrial Advance Diplomacy be appointed.
- That the Head of Extraterrestrial Advance Diplomacy (referred to further as "the HEAD") be in charge of all relations with extraterrestrial nonhuman organizations.
- That the HEAD be, until it is decided that he is unfit for the position, the honorable Ambassador from Tingolia
- That the HEAD be removable if it is decided that he has performed poorly.
- That the HEAD may not act in any other capacity than as a diplomat for the forum when on diplomatic missions.
