 And no, the majority of the wolves were living at the time.
Most of them he explained were missing fur, or were a bit overgrown in sections of their body.
Teeth were missing and such.

 Plus homeless people tried to make a living in there so he had to clear them out.

I saw a picture of a dog that was mutated from radiation in Chernobyl. It's leg was sticking out of it's back.

 My grandfather while serving had to clean the streets of them.
Radioactive wolves were common.
