UDP packets can't be refused, you're using TCP because you don't know what you're doing.

You can't exactly make EXEs with Java, but the approximate equivalent is a JAR (JAR is just a ZIP file with a certain file structure).

You can't use nmap to scan for Torque/Blockland servers, you have to write something custom.
