ACTUALLY I'm pretty sure it was because of the system limitations for the 3DS

I don't think it would have been crazy for Sakurai to have a single player mode exclusive to Wii U

That would have been so cool. I wish they had continued alluding to it all being in someone's imagination. Smash 64 was Toy Story-esque in that way. Unfortunately there hasn't been a consistent narrative between the games beyond "erryone fitin"

At the very least his final smash will involve it. Maybe it involves that giant mech from the rollercoaster thing.

They're not going to make a different Final Smash for each skin of the Koopalings. It wouldn't make sense for a Koopaling's final smash to involve the brush. Ergo, no brush final smash.

It wouldn't be very absurd to let the Koopalings use it anyway but Bowser Jr's moveset video had no brush iirc

I can't find any on the main site.

Bowser Jr. isn't confirmed officially yet. It was part of the leak that happened a few days ago. It confirmed Shulk, Ridley, Duck Hunt Dog, and Bowser Jr. It even had video evidence of their movesets. The leak was confirmed when the leaker had posted menu screens that hadn't been officially shown yet, and then Sakurai showed them on a PotD.

Oh wait, that's probably why they limited Bowser Jr's moveset so much. It wouldn't make sense for the other koopalings to be using his brush.
