how the hell is it pirating?
mods are not pirating.
the developers even hand out jar files of latest snapshots (which essentially are modded versions of the current game)
Why can't mod makers do this?

I really don't know, I think there used to be something about jar file pirating before but I'm not sure
maybe you can ask the mod makers why they can't put it a jar file
