It's entirely possible to create a micronation, but I can guarantee this poor kid hasn't done a single thing he's said he has. However, he is right about the lack of age restriction. Take for example the Kingdom of Talossa, one of the oldest micronations that still exist. Here, I'll just copy paste the mind-blowing part from Wikipedia:

So if they have no keys and have Blockland then couldn't they be sued for illegal posession?
Or maybe you can have the product legally without a key, but I thought a key was a license.
The key is a license to access the full features of the game (including the lack of brick restriction in single player and multiplayer).

If you violate the End User License Agreement, your license is terminated, meaning you go back to demo mode. Until you purchase a new license, you are stuck in demo mode. If you were to somehow bypass this, yes, you would be accessing a service illegally. However, no crack exists for Blockland, and I'm fairly confident that no crack will ever exist.

I work my ass off for every dollar I make and people are just buying alts left and right with their parents' money. Dude, if I had parents like some people here, I'd have a car right now without even needing a job.

If people actually worked for their money, they'd reconsider before buying 99999999 alts.
complaining about other peoples' financial situations is pointless. maybe if you didn't work for your money you wouldn't care that people waste their own. making claims like the one you made or the one i just made isn't going to change anything. you guys act like blockland is terribly expensive. i've bought well over $1,000 in keys since i started playing. i've played for 6 years or 72 months, 1050/72 = 14.58 a month, which is less than a world of warcraft subscription. it's just an upkeep fee i have to pay to maintain membership. jazz is pretty much the same way, same with glass, dotdotcircle, and other people.

Actually, how could I find out whether or not the item had a previous owner, on pickup? like I have the code for when it picks it up, but I don't know how to check who the previous owner was.
Package the function where it's picked up and set %item.lastPickup = %pickupClient;

If nobody has picked it up yet, this variable is null (""), otherwise the last person to pick it up is stored.

This makes everyone's movements choppy. The setTimeScale function doesnt seem to be doing anything.
Try hosting a listen server and calling setTimeScale(2);

I believe setTimeScale() works and you can call commandToAll('TimeScale',#); to set the clients' timescales.

Yeah, it's a string which is stored in the executable as plaintext. Without a disassembler or debugger you're going to have trouble finding it, though.

It sounds like this could produce issues unless you're coding a strictly singleplayer gamemode. Say Player 1 is on Challenge (package) 5, and Player 2 is on Challenge (package) 1. If both of them parent the brick plant, you're going to have to make a secondary system that filters Player 1 from package 1 and Player 2 from package 5, which defeats the purpose of using the package thing in the first place.

However, in general activating and deactivating packages is a good way to disable and enable functionality server-wide.
