the concept is something to toy with but it sounds too simple
Too simple maybe...

But keep in mind it would also be the first and (I believe) useful.

That is an epic idea there!
Whoops, forgot the format.

Add-On Name: (Undetermined) LE Grenade, Fragmentation grenade, Bushi-nade?
What it would do: A one use item that the player could carry multiple of, not unlike the HE Grenade. Timer starts when thrown. when timer runs out, the projectile releases several small shrapnel projectiles that have a short existence, but a somewhat large damage to compensate. (Maybe some visual explosion-ness?) Throw in sounds n' such and you have a grenade that is perfect for blowing up the in-doorsy types.

How about a grenade that fires shrapnel projectiles upon explosion instead of a radius of "Kill you".
That way you couldn't throw it at the side of a building and kill everyone on the first floor.

The only thing that bugs me about this is the fact that somebody (for example in an rpg server) could receive a powerful weapon that is a pain to achieve, then save and load his inventory over and over so all his buddies can get the same exact thing without any "effort".

Just make a player type/ bot thing like the horse. The horse goes faster on land than in water, just switch those around. Hell, take the horse's model and call it a seahorse for all I care.

Though I'm not sure the specified effects are possible, it sounds like this should be a One-use weapon (maybe a grenade with and area of effect?) or a gun with a long reload time. "Abuse" will result, but it won't be anything dramatic... Crap, that sounds exactly like the flash grenede...
