So i cant handle Battlefield Bad Company 2?

Well is cant but not very well. My friend built a computer that has a AMD dual core 2.5 GHz and a 9800 GTX and it doesn't run that well on his computer (always under 30 fps). I know the graphics card can easily handle that game, its just that his processor isn't that great and is bottlenecking the graphics card.
