you can with paint.net...
select the picture / text then hold right mouse and turn it

Paint.net can, I figured out how to the other day, I beleive you hold right click while moving an image, I am not entirely sure, But I know it can be done.

you can find the blocklanf front file in the blockland files you could copy and paiste it on your desktop and do whatever with it.

Select area you want to rotate in PDN, click the move pixels tool, hold right click, Drag mouse.
