Let me rephrase that: How can you get a picture off the Internet (such as Photobucket) and make it your pic?
Well you find the picture you want offline, save it. Then set it as your avatar.
Warning - while you were typing a new reply has been posted. You may wish to review your post. Get the picture, Right-Click, Save As, Save it with a name and in a place you'll remember, re-use on the forums when using the Browse button for selecting an avatar.
