al-Qaida is a independent terrorist organization and it's members come from a variety of countries no country leads them and therefore all countries can persecute them for their criminal acts against there country. It's been pulverized so much it no longer exists. So, technically, if we capture one of there terror dudes, if this is taken up to the Federal Court, then we have every right to hold a case and charge him and give a sentence, which is most likely death.
