How Do I Make My vehicle Spanw more Then 0

When I put the vehicles limit to 9999999 and then load my server it just puts the limit to 0 and when i spawn my vehicle it say 0 vehicle limit? How do i make it more than 0 it just resets it back to 0?

The maximum is 20. If you make it higher than this, it will mess up.
