theres also few programs to check the fps but he already told that he have 3 fps

Only a couple more FPS.

And both the computers I tested it on the old one and the new one are LAPTOPS. I said nothing about desktops at all.

If you are running blockland in a window, switch it to fullscreen. The reason for this is that Windows Aero in Windows 7 takes up 130+ Mb of Vram WHILE IDLE AT DESKTOP. Running games fullscreen allows the game to use more of the graphics card's vram.

I don't run windowed, I'm stupid. :)

I already have DirectX10, but why would I need it? Blockland is OpenGL.
