Maybe there could be a mod that makes bots do more than drive 'round in circles

Somethin similar has been suggested. I agree, because I want a taxi or bus service, without having a player driving it, and a bot could drive to each designated spot, if possible.

I did. I've experimented, and I've worked on it myself for hours on end, trying to get it to work that way.

It doesn't work that way. It needs special events for that to work.

Bots need to be able to preform keyboard commands. Like PRESS W or something.
But so far I use Zone Events to 'drive' vehicles by bots.

I tried that but when you got in your were given control of the vehicle/bot.
