TDM help?

When i go in some server's They have 10 people on one team and only 2 on the other and when someone joined the team with 10 people got him and there were still only 2 people on the other team (They were Not solo they were With eachother) If anyone knows how to do this can you please tell me? i need it for my future TDM's and CTF's

Then they probably just made their own gamemode, unless there's ANOTHER hidden function in there that Spacey never bothered mentioning to do this.
