Seems a little unsafe for a blind person to be standing where cars drive.
It's pretty safe. It's not the freeway, cars drive pretty slow through ATMs and they typically stop for people. I walk up to and bike through the one at my bank all the time because they don't have any other ATM. I imagine it wouldn't be that different for a blind person.
But to answer your question, it's probably a standardized ATM that can be used anywhere. Why make two different models when the only difference is the shape of the buttons?
