Sound effects all messed up

So, my dad fixed my computer yesterday and I decide to play BL, which updates to V17, and join a TDM server. Once I get my weapons and actually start shooting, I notice that any sounds around me besides right in front of me sound all.. stuffy, I guess. It gets 'stuffier' the more indirectly I am looking at the original source of the sound.

I really want to know if I can fix this, and if so, how. It makes me feel like my blockhead is high D: I think it might have something to do with some of the options changing, due to the network type selections being changed, considering I'm sure I use DSL...

It's likely something to do with your audio driver. It has nothing to do with network settings. Sounds do no stream. DSL = Broadband.

I'm not sure if that's the problem, because it seems Flubbman is having the same problem after installing V17, and I don't think it's a coincidence.
