Can't SPAWN vehicles in Sewer system map?

So, I can't spawn vehicles.. But I can place/build the SPAWNS themselves without any trouble.. If I can't fix this, there goes my 4 days of work for my TDM. :c

Also, I made sure it's not half-buried and has enough space.

for some reason you can't spawn vehicles in the lower section of that map

I guess the map is below the floor on other maps like Slate.
