How can I make an add-on? And possible help modeling?

Anyways, this kind of topic has popped up around blockland 'bout maybe, more than 100 times. I have NEVER made an add-on in my whole blockland time here. Well, alot of people haven't. But anyways, I feel like I wanna try it out. Anyone know a good program I can use to make add-ons? And I could use help with scripts and modeling. X_x.

there is no specific "addon maker"
you just put together a model and a script, sometimes you only need a script, sometimes just images
for scripting, i suggest notepad, for models, use a modeling program, for images, use an image editor?
