Change IP Address for Dedicated Server how?

I wanna start an Dedicated Server on an other IP but still on blockland.
do someone know an .bat command for changing IP's or is there an other way.
if someone knows then please tell me.

You can't just tell it to magically have another IP.

You have to host the dedi ON that ip.
