Why is my server dead to random people at random times?

I spent several evenings looking for it a couple o' months ago, but ill spend a few more.

Control Panel > Network and Sharing Center > Look for the area that looks like this and click on Local Area Connection (or something different, if the name was changed) > Properties > Double click on Internet Protocol Version 4

The only thing thats different from XP (which is what I thought the tutorial uses) is the third step.
