Resizing image in GIMP?

So I am trying to make a poster in GIMP. I have the picture and I have the poster template. Is there anyway to make the Picture smaller and get it onto the poster template?

Select all, copy and paste? :o

Ctrl + A, Ctrl + C on Picture
Ctrl + V on poster template.
