i have a lot of add ons but when i download one now it wont come up on my add ons list

Wrong Section.

Maybe you might need to re-install or the file format is wrong.

Or it's failed.
Or you didn't enable it in the "your mods" section.

Or maybe you've hit the datablock limit

Remove any add-ons you don't want, seriously, there's no need for that many add-ons

That has only little relevance to the problem. If the fail was for the reason that it wouldn't work, then yes. Failed in general means that there is something wrong with it (I.e. Too abusive, forgeted up script, etc.). Some mods still work that are failed.
