Removing restrictions on the program files folder on Windows 7

So yeah is there any way to make it so that you don't need admin permission to do stuff to the program files folder? I've been searching around on google but would like an extra set of eyes.
It's not letting me run a program and for some reason I can't run it as administrator, I am the admin on the computer.

Oh hey I found out why I couldn't run as administrator: It was a python script so it didn't recognize it as a program. I had to go and set wPython to run as admin.
