Dedicated server won't speak to master server or RTB server

It won't. No one can connect to it, either. Even me. I can't get it to work at all.

Well, like most PC users these days, they don't forward their ports. Obviously you didn't forward your ports according to the console. I highly recommend trying to forward your ports and trying again.

It should. When you just use UPnP it is not reliable compared to pot forwarding.
