Alright, so for the past few weeks I've been plagued with this problem. I've tried every solution the Steam Knowledge Base had but none fixed the problem. What do?

I'd probably try reinstalling Steam.
If that didn't work I wouldn't know what to do :l

delete everything but steam.exe in the steam folder. If you have games already installed, you might as well keep your steamapps folder too.

Well this would happen to me if I'd unplug the external HDD while Steam is running as it's installed on it. But I doubt this is the case here.

I've done that many times. It only worked once, then went back to being a textless hole in my heart.
