Outline
Restriction of Air Pollution in the United States
I.   Narration
1.   In the 1970’s Americans were not concerned with their emissions
i.   Carbon Monoxide – 197 Million Tons
ii.   Nitrogen Oxide – 27 Million Tons
iii.   Sulfur Dioxide – 31 Million Tons
2.   Congress passed a series of Clean Air Acts in 1970, which changed the air pollution regulations
3.   In 2006;
i.   Carbon Monoxide – fell from 197 to 89 million tons
ii.   Nitrogen Oxide – 27 to 19 million tons
iii.   Sulfur Dioxide – 31 to 15 million tons
iv.   Particulate emissions were 80% of what they were
v.   Lead emissions dropped by 98%
4.   In 2007, scientists recommended the regulations be ever more strict
II.   Solution
1.   Begin a petition to tighten the pollution regulations on cars, trains, and outgoing ships.  This petition would include:
i.   A car being sold in the United States in 5 years must have a minimum gas mileage of 23 mpg highway, excluding 18-wheeler commercial trucks, which must have a 12 mpg highway rating.  This would force car manufacturers to begin developing more “fuel friendly” cars.
ii.   Give federal tax breaks to citizens who use cars that have a 30+ mpg highway rating.
iii.   Have the Federal Bank grant money to states which begin using Maglev rather than conventional trains.  Maglev has no emissions.
2.   Make a national ad campaign promoting “green” appliances.
III.   Summary
1.   Economic
i.   More jobs in the vehicular and transportation innovation industry
ii.   Cheaper fuel to power cars
iii.   Lower energy bills
iv.   Quicker mass transit, with the use of Maglev
2.   Environmental
i.   Cleaner air

Sorry for stuffty organization.  Its like, 1/3rd the grade.  Good?

I realize this isn't interesting at all, but please just tell me if it sounds like I know what I'm talking about or not.

It sounds, like something I would never listen to.
BUT
What is it for?

I have to write an essay, and this is the outline.

is it a working outline or a formal outline?
