VB program?

I've been trying to make a program that would update news for the clan im in.
Basically what I want it to do is update news, have people be able to give us applications to be in our clan, view media, and other stuff.
It would be able to go to the Blockland forum, connect to the RTB IRC (which i dont think is possible without RTB agreeing), and connect to RTB mod manager.
OR maybe instead of that, it would have its own IRC and Mod Manager.
The language I want to do this in is VB.NET
I know some , but not much. I need a few people to help, but I COULD do this by myself, but it would take an insane amount of time to do it in.

Ephi didn't invent IRC and it's not restricted to Blockland-only, so you don't really need his permission.
I wouldn't do it anyway though since RTB 4 is going to get rid of IRC.

I know some , but not much.

You should probably learn more then before attempting this.
