Steam Games Transfers

I honestly don't know where to post something like this..maybe games, but whatever.
Anyways, I've been wondering if it's possible to transfer steam games onto another USER on the computer, not to another computer.
I've got Windows 7.

Install them on the other user. :I

Just install steam onto that user and re-download them. Easy.
