VCE Manual

I've been having this problem recently where the Manual for VCE won't load, I even Let it sit for an hour and still nothing. Can anyone explain whats going on or can they just post the manual here or refer me to a topic with all the values and such. I did try to reinstall it and nothing happened.

I think it rtries to connect to the internet but something is not letting it get the data it needs mabey :/

Maybe the site that hosts the manual was taken down or something.
