So internet for my ENTIRE city went down for about two days because of sun spots and literally just came back up.

Both DSL and cable.

Has this happened to anyone else?

This is almost as stupid as sunspots being blamed for illnesses and ailments.

I highly doubt a few explosions on the sun's surface, which happen pretty much every minute since the entire damn ball of fire is literally a nuclear reaction every second, will cause the internet to go out.  More likely the ISP of the city accidentally tripped some important cable or they had to do some maintenance.

They blame sunspots, I'll go with that until they admit they lied.

Sunspots can forget with electromagnetic fields. They CAN do this.. just. usually only really powerful ones.

Sunspots are a real threat, although I'd like to hear the science behind why only the internet would go down.

Yep, 7th grade science tells you that sunspots have magnetic waves that are sent through space.
It forgets with satellites mostly. I remember my XM radio being knocked out for half the day once.
